Translated the part on the Democratic Processus
Maybe "any new Treaty" should be translated throughout as "mikä hyvänsä uusi Sopimus" as it would better describe the non-necessity of any new Treaty :O)

Translated sections 2-4
Some changes may be necessary pending the final version of the European Attacs, which would hopefully be a bit more finished than this one - there are still some rough spots that replicate errors over translated versions.
Before we're done I can help the editor in consulting a manual of style on writing Finnish treaty texts, for instance I'm not sure if "Sopimus" should be consistently capitalized.

5. IMPROVE FUNDAMENTAL RIGHTS
ECHR seems to translate in CT as "ihmisoikeuksien ja perusvapauksien suojaamiseksi tehty yleissopimus" :O), whereas the European Code of Social Security seems to have no official translation - translated as "Euroopan sosiaaliturvasopimus".
Please correct me on EU primary and secondary legislation if needed. Convention's Presidency was quite a manly man I hear :O)
Added the reference to the CT Art. I-9.
