Reconstitute the Spinelli Project – In February 1984, the Treaty Establishing the European Union was adopted by the European Parliament by 237 votes to 31 with 43 abstentions. It is known as The Spinelli Project after Altiero Spinelli (1907-1986) who wrote the draft.
Why was this treaty buried by the governments? How does it compare with the proposed Treaty establishing a Constitution for Europe from October 2004 which was, in turn, buried by the people?
